FOB storage shared by all your Operators: 40 items and 12 weapons at first, more with upgrades; Resources take no slots (official, 9 Oct guide).
Open from the start; persistent across deployments [1]. At first it holds 40 items and 12 weapons, counted separately, shared by all your Active Duty Operators; it keeps weapons, gear, consumables, 3D Printer Ingredients, keys and valuables, sorted by type or rarity, with stacks you can merge [2]. The four Resources (Synthetics, Electronics, Chemicals, Metals) are counted apart and take no slots [2]. Capacity grows with DMZ levels and 3D Printer upgrades [2].
In the field: without a backpack you carry the Basic Pack with 8 slots; better backpacks add slots, weapon slots and Secure Slots, and anything outside Secure Slots is lost if you fail to exfil [2]. After every exfil, offload what you will need later and set your loadout for the next infil [3]. See What carries over between matches.
