Per the developers' 9 Oct Q&A, via a video recap ^[1]: after a year of testing with unlimited parachutes, exploring Hajin felt too safe, so base parachutes now have limited uses. They are easier to find, for example in Fire Stations (Locations of interest: stations, caches, towers, compounds). Infinite-use parachutes exist too. Both can be printed at the 3D Printer. The official guide lists parachutes in the printer's Gear category and gives them their own loadout slot ^[2]. Rumours said "single use"; the relay says limited use, and how many uses is not stated.
