Activision: “Distance-Based Vocal Falloff,” directionality, environmental voice reverb [1]. Proximity chat is the fastest way to talk to nearby Operators; when voice is unavailable or best kept quiet, the Ping Wheel gives visual commands, including requesting a Truce or joining up with another squad [2].
Confirmed to return in MW4's DMZ (the developers' Q&A, via a video recap [3]).
