Every area of Hajin has a threat level (Low, Medium, High, Critical or Extreme) shown under the compass; loud play raises the enemy response, stealth calms it (official).
Levels. Every point of interest has its own Threat level, shown under the compass when you enter: Low, Medium, High, Critical, Extreme. The higher it is, the more and the tougher the enemies; human Operators are not counted in it [1]. Each POI page lists its expected levels (for example, Chang-san Air Base bunker Extreme, The Grid Critical).
Escalation. The game tracks what you do and escalates the response [2]: being seen moving or fighting brings retaliation and reinforcements at higher levels (Commander threats). Calming it: stealth kills (melee, throwing knives, suppressed shots), taking cover, moving away to quieter rural ground and breaking line of sight and hearing. See Stealth Meter and, for the separate kill counter, Hostiles Kill Count and Marked for Death.
