Max health 150; the tourniquet gets you up from Last Stand at 100 with a wound, a Bandage lifts you briefly, a Medkit repairs the wound (developers' Q&A, 9 Oct).
As the developers explained in their 9 Oct Q&A, via a video recap [1]. Maximum health is 150. Every Operator deploys able to use a Tourniquet: from Last Stand it gets you back up at 100 health with a wound, and it cannot be used again until you are back at full health, so going down again while wounded needs a squadmate's revive. A Bandage lifts a wounded Operator to 150 for a short while before the wound pulls health back to 100; a Medkit repairs the wound and keeps you at 150. Self-revive kits can be looted in Hajin and printed at the 3D Printer.
What the official guide adds [2]. The Medkit's recipe text: it repairs wounds, restores full health and lets you use the tourniquet again; the Bandage's: it temporarily restores max health when wounded. Health still regenerates, since the Quick Fix Trait shortens the regeneration delay (Quick Fix).
Stamina. Energy drinks, stim shots and smelling salts refill or extend it ([1]).
